Top navigation set uses pop-up layer menus
- The nav_top.lbi file provides the main navigation for the site. This library file tells the mouse to pop-up layers which contain menu arrays.

- These menu arrays are scripted in the JavaScript files pop-up_menu.js and write_boxes.js
- The position of the pop-up layers are defined in the .css file.
